Montenegro’s largest master-planned resort: a marina village, a town centre, a hillside quarter and villas beside an 18-hole Gary Player golf course.
Luštica Bay is the only place on the coast where a whole town is being built from scratch. Orascom Development — the group behind El Gouna and Andermatt — is shaping 690 hectares and six kilometres of shoreline on the Luštica peninsula, 14 km from Tivat airport. Roughly a quarter is complete; more than 1,000 homes have been sold and over 3,000 are planned.
Four neighbourhoods
Marina Village is the finished waterfront: stone-and-timber houses around a 115-berth marina (220 planned), The Chedi hotel, restaurants and a beach. Centrale is the town centre with the Angsana hotel, shops and the most accessible entry prices. Horizon climbs the hillside with sea views, a clubhouse and a private beach. The Peaks sits highest, beside the golf course, with the largest villas.
What is for sale now
Studios and one-bedrooms in Centrale from around €269,000; one- and two-bedroom apartments in Horizon and Marina; apartments in The Peaks from around €859,000 with first handovers in December 2026; Peaks villas of 300 m² and more delivering 2027–2029. The golf course opened its first holes in April 2026, with nine expected by 2027 and all eighteen by 2028–29.
New homes bought from the developer carry no transfer tax (VAT is included in the price). Every current unit is above the €150,000 threshold for a residence permit by property.
