Three answers to the same question

Every week someone asks us which of the three is "best". The useful answer is that they were built for different buyers. Porto Montenegro is a town: 450 berths, a Regent, shops, a school and an airport ten minutes away — you buy it for convenience and liquidity. Luštica Bay is a new destination on 690 hectares: golf, coves, hotels and space — you buy it for the long view and the lowest entry prices. Portonovi is a completed resort around the only One&Only in Europe: you buy it because it is finished, quiet and forty minutes from Dubrovnik airport.

Porto Montenegro

Tivat · Vero & Versa from €390,000, handover Q4 2028 · resales €8,000–14,000/m² · Yacht Club membership · best for: boat owners, families, buyers who may resell within five years.

Luštica Bay

Luštica peninsula · from €269,000 (Centrale) to The Peaks villas above €3 m · phases 2026–2029 · 20 % on signing, no transfer tax · best for: golfers, long-term holders, buyers who want new and can wait.

Portonovi

Kumbor, Herceg Novi · from €840,000, completed · €7,000–12,000/m² · One&Only, Chenot spa, 238-berth marina · best for: buyers who want to move in now, privacy, a resort rental programme.

What the brochures leave out

Service charges. All three charge for the lifestyle: budget €3–6 per m² per month, more for concierge-heavy buildings. On a 100 m² apartment that is €4,000–7,000 a year before utilities.

Rental reality. Operators quote 4–7 % gross. Net, after charges, management and the weeks you use it yourself, 2.5–4 % is the honest range on the bay. Buy for the life, treat the yield as a bonus.

Resale. Porto Montenegro has by far the deepest resale market; Portonovi is thin but stable; Luštica Bay resales compete with the developer's own new phases until the town is complete.

Getting there. Tivat airport serves Porto Montenegro and Luštica in 10–15 minutes but has a reduced winter schedule; Portonovi relies on Dubrovnik, which flies year-round but adds a border crossing.
